There's no way I'm going to learn this without some help. Everyone else in my class is confused about the how to convert an decimal to an fraction and the teacher just isn't explaining it like she should. What can I do?

I'm just not hitting how to convert an decimal to an fraction and need help. Is there anyway I can get help without having to go to tutorials? I need to figure it out at home.
